No.  Both fall into the same "scientifically useful" category as psychics and mediums.  If however you want to use a technique such as these to find paranormal activity we suggest you go to Walmart and buy a Magic 8 Ball.  They are just as effective and much easier to use.

Note that we recently conducted an investigation where we employed dowsing rods out of curiosity.  We ran them side by side with 2 different EMF meters, an IR thermometer and an RF meter.  Let's say that the rods were "interesting" however at no time during their use did any activity corelate with the electronics.  Take that as you will.
